The solution is so simple. Just run:regsvr32 That's it.
Take the medicine as prescription, run it quickly, and then turn on .net, everything is OK. Alas, I wasted my precious time before!
Depending on the situation, it should be an exception during shutdown, destroying a DLL that affects the Automation service.
