In fact, it is not a problem with the eWebEditor editor, but a problem with the user's own IE security settings. Just modify it.

Tools/Internet options/Security/Internet, custom level/script, select "Allow paste operations through scripts" (windows 2003 seems to be allowed to programmatically access the script)
