FCKeditor 2.6 Solutions for garbled code caused by encoding errors

There is a file under the editor directory of FCKeditor 2.6.

I modified the file, and some Chinese characters were opened in IE, but I found that it was garbled. It turned out that there was something wrong with this file. The charset is specified in the file as utf-8:

<meta http-equiv="Content-Type" content="text/html; charset=utf-8">
However, the file is saved in ANSI and is saved in UTF-8, and the Chinese text is no longer garbled.
